Toubleshooting Protocol Adapter Clusters

The following situations can cause a PA cluster to fail.

An enabled firewall blocks the connection between the MQTT broker and cluster. Protocol Adapters do not provide any indication of the blockage, so the management service continues to attempt to send messages to devices.
